Security Camera System Upgrade

Sealed bids for the Washington Court House City Schools Indoor and Outdoor Security Camera Upgrade will be accepted until Wednesday, August 12, 2020 at 5:00 pm for replacement of the current CCTV video security camera system. Proposals will only be accepted via hard copy (no faxes or email). Proposals will not be accepted after the posted end date and time specified.


Washington Court House City Schools is looking to upgrade its security camera system through all 4 district school buildings. The current analog system includes 36 to 48 cameras per building with multiple rack mounted DVR’s capable of holding up to 16 analog cameras. Current system includes (Washington High School - 48 cameras, 3 DVR; Washington Middle School – 48 cameras, 3 DVR; Belle Aire Intermediate – 31 cameras, 3 DVR; Cherry Hill Primary – 32 cameras, 2 DVR).


Project Goals and Scope

Replacement of current CCTV DVR’s and 159 cameras with an updated IP Security Camera Solution. The total number of cameras needed is not set. The district will work with a qualified vendor for reasonable recommendations and discussion on a replacement camera solution.

=         Vendor capability to provide IP security camera solution.

=         Vendor to provide all necessary equipment (IP cameras, Camera mounts, protective domes, cabling, networking equipment, etc.)

=         Provide and Install structured Cat 6 cables and 8P8C connectors, 24 port patch panels as needed.

=         Provide and install indoor cameras to specified locations.

=         Provide and install outdoor cameras to specified locations.


Camera Minimum Specifications:

=         Full High Definition (FHD)

=         IP66 Rating to protect against dust and environment

=         Vandal resistant housing

=         Infrared Illumination for night visibility

=         Day/Night capability

=         RJ45 Connectivity

=         Power Over Ethernet (PoE)

=         5-megapixel resolution

=         Must have tamper detection

=         Must have motion detection


Video Management System:

=         Provide multiple levels of administrators and varying roles for system access.

=         Have the capability and capacity to view live video and review at least 30 days of historical video for system cameras.

=         Provide capability for remote surveillance management and monitoring.


Bid Proposal to include

Provide minimum 3-year support for the camera system and warranties on equipment and materials.

Provide staff training as deemed necessary by district administration.

Provide at least two professional references for similar work performed.

Provide Implementation Plan & Schedule of Installation.


District Shall Provide

Access to buildings and switch closets as needed to complete the necessary work within each building.

=   Must attend bid meeting and district walk-through for viewing of cameras and network on Tuesday, August 4th at 11:00 a.m. at the WCH Central Office Building located at 306 Highland Ave, Washington Court House, OH. 43160. All questions related to this bid must be presented during this meeting.

=   The Washington Court House City Schools Board of Education shall receive no bids, any later than 5:00 pm on Wednesday, August 12, 2020.

=   Sealed bids will be date and time stamped as received. Washington Court House City Schools Board of Education is not responsible for any sealed bids mailed and not received by the deadline.

=   Bids will be opened on Thursday, August 13, 2020 at 8:00 a.m. in the Washington Court House City Schools Board of Education offices at 306 Highland Avenue, Washington Court House, Ohio 43160

=   Site must be returned to original condition after installation is completed. Washington Court House City Schools will be the sole judge of the responsiveness, appropriateness, and completeness of any and all proposals.

=   Washington Court House City Schools reserves the right to reject any or all proposals and discontinue this RFP process without obligation or liability to any potential contractor.

=    Washington Court House City Schools will award to the Bidder whose proposal, in the sole judgment and discretion of Washington Court House City Schools, best serves the needs and interests of WCHCS.


Winning bidders must provide the following prior to the Washington Court House City Schools Board of Education approving any contract resulting from this bid request:

=   Insurance Certificate of Coverage naming Washington Court House Board of Education as an additional insured (must be valid for entire length of work performance).

=   Current and valid W-9.
